It's illegal to possess parts of a Bald Eagle (or Golden Eagle) as part of the Eagle Protection Act and the Migratory Bird Treaty act. This appears to be to prevent poaching and hunting without a permit. Native American people can have them because they are used in religious ceremonies, if you find a part you can turn it in to the [[National Eagle Repository]] where they can pass it along.
